It is grammatically correct, but it is not otherwise “right.” It does not mean the same thing as “what can I do for you,” and is usually said with humorous or sarcastic intent. If you heard this phrasing in a movie, you were supposed to laugh. “What can I do for you?” is, at least on its face, a polite offer of help.
